A BILL FOR AN ACT

 

 

RELATING TO TEACHER PROFESSIONAL DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that providing professional development for teachers is a vital way to ensure that our teachers can use the best, research-based educational practices in their classrooms.  To provide our students with the best education possible, our teachers must be provided with the opportunity to receive adequate training.  In particular, job‑embedded professional development can often prove to be more effective than stand-alone training sessions.

     In the collectively-bargained agreement between the Hawaii state board of education and the Hawaii State Teachers Association that expired on June 30, 2021, there was a memorandum of understanding that allowed for twenty-one additional hours to be added to each teacher's work schedule without students per calendar year.  Those twenty-one hours were to be used for job‑embedded professional development to provide benefits, including a formalized structure for organizing training and learning time, reducing the need for substitute teachers, and eliminating teacher absences from classes for training.  However, the memorandum of understanding expired on June 30, 2021, and because funding was not available, the memorandum of understanding was not renewed.

     The purpose of this Act is to appropriate funds for fiscal year 2022-2023 for twenty-one additional hours of professional development for each teacher per calendar year to replace the professional development hours that were lost when the memorandum of understanding expired and was not renewed.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the funding of twenty-one hours of professional development for each department of education teacher per calendar year.

     The sum appropriated shall be expended by the department of education.

     SECTION 3.  This Act shall take effect on July 1, 2050.
