A BILL FOR AN ACT
relating to health.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the purpose of "One Shared Vision" is to establish closer professional interactions, collaborations, and educational opportunities across the various health, medical, specialty, social service, and environmental health professions to simultaneously improve public health. In response to the 2018 Kilauea eruption, the State, Hawaii county, and non-profit agencies bonded in solidarity to provide essential relief and services to affected residents. This cooperative model resulted in sustained trust and partnering.
Health is a complex issue that requires examination of the social determinants that involve continuous availability of resources and coordinated efforts at all levels. The legislature finds that the establishment of a strong health network based in Hawaii county would allow the county to serve as a model of collaboration for other areas. The success of such a health network will result in Hawaii county plan, being able to efficiently develop a ten-year health care, including preventative and primary health care, specialty care, and urgent and emergency care.
The purpose of this Act is to:
(1) Require the office of primary care and rural health to facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan; and
(2) Require a report to the legislature.
SECTION 2. (a) The office of primary care and rural health shall initiate a 2030 one shared health vision plan. A pilot program shall be conducted in Hawaii county.
(b) The office of primary care and rural health shall facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of appropriate community service providers.
(c) The office of primary care and rural health shall
submit a report on the 2030 one shared health vision plan for Hawaii county,
including any proposed long-term legislative grant-in-aid requests, to the
legislature no later than twenty days prior to the convening of the regular session
of 2023.
SECTION 3. This Act shall take effect upon its approval.
