A BILL FOR AN ACT
RELATING TO THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the division of conservation and resources enforcement of the department of land and natural resources has a broad mandate that includes wildlife protection, resource conservation, boating and fishing enforcement, and maritime patrols. The division also provides port security services to commercial harbors on the islands of Hawaii, Kauai, Lanai, Maui, and Molokai. Conservation and resources enforcement officers engage in maritime search and rescue efforts, conduct vessel inspections to detect and deter criminal activity, and investigate and police the harassment and harm of endangered and federally protected species. The legislature recognizes that additional conservation and resources enforcement officers are needed to ensure the division is able to fulfill all aspects of its mandate in all counties. The legislature also recognizes that the division is in need of new equipment and specialized training.
Accordingly, the purpose of this Act is to appropriate moneys to the division of conservation and resources enforcement for purchasing equipment, funding training, and establishing twenty full-time equivalent (20.0 FTE) positions.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for purchasing equipment, funding training, and establishing twenty permanent, full-time equivalent (20.0 FTE) positions in the division of conservation and resources enforcement. The moneys shall be allocated as follows:
(1) $ for establishing sixteen permanent, full-time equivalent (16.0 FTE) conservation and resources enforcement officer III positions; provided that four officers shall be assigned to each county;
(2) $ for establishing four permanent, full-time equivalent (4.0 FTE) conservation and resources enforcement officer IV supervisory positions; provided that one supervisory officer shall be assigned to each county;
(3) $ for purchasing four custom patrol vessels;
(4) $ for purchasing eight patrol or tow vehicles; and
(5) $ for training.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
