A BILL FOR AN ACT
relating to forensic TESTING.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that much progress has been made to decrease the backlog of rape kit testing in the State and speed up other forensic tests to assist law enforcement in its duties. Statutes of limitations require that timely testing is an obligation of the State to protect the rights and safety of its citizens. Act 207, Session Laws of Hawaii 2016, made a substantial impact on reducing the backlog. However, there are still not adequate forensic testing resources in Hawaii.
The purpose of this Act is to provide funding for the State to conduct forensic testing.
SECTION 2. There is appropriated out of the general
revenues of the State of Hawaii the sum of $
or so much thereof as may be necessary for fiscal year 2022-2023 as a
grant-in-aid to the city and county of Honolulu for forensic testing resources,
including equipment and personnel, for the Honolulu police department.
The sum appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.
SECTION 3. There is appropriated out of the general
revenues of the State of Hawaii the sum of $
or so much thereof as may be necessary for fiscal year 2022-2023 as a
grant-in-aid to the county of Hawaii for forensic testing resources, including
equipment and personnel, for the Hawaii police department.
The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.
SECTION 4. There is appropriated out of the general
revenues of the State of Hawaii the sum of $
or so much thereof as may be necessary for fiscal year 2022-2023 as a
grant-in-aid to the county of Maui for forensic testing resources, including
equipment and personnel, for the Maui police department.
The sum appropriated shall be expended by the county of Maui for the purposes of this Act.
SECTION 5. There is appropriated out of the general
revenues of the State of Hawaii the sum of $
or so much thereof as may be necessary for fiscal year 2022-2023 as a
grant-in-aid to the county of Kauai for forensic testing resources, including
equipment and personnel, for the Kauai police department.
The sum appropriated shall be expended by the county of Kauai for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2022.
