A BILL FOR AN ACT
RELATING TO HOUSING PRODUCTION.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the State has a housing crisis. A 2019 study commissioned by the department of business, economic development, and tourism found that the State will require an additional 50,156 homes by the year 2025 in order to meet projected demand. The city and county of Honolulu will require 22,168 new housing units, Hawaii county 13,303 new housing units, Maui county 10,404 new housing units, and Kauai county 4,281 new housing units. While this forecast projects an acute housing shortage, there has been a lack of measurable progress at the county level to enact policies that will stimulate housing production to meet project demand.
The purpose of this Act is to require the counties to focus their efforts on being proactive in the production of new housing units by requiring each county to annually authorize the construction of twenty per cent of the forecasted demand by 2034.
"§46- Housing; county housing production. Commencing with fiscal year 2023-2024 and each year thereafter until fiscal year 2033-2034, each county shall authorize the construction of new housing units as follows:
(1) For the city and county of Honolulu, 4,434
new housing units;
(2) For the county of Hawaii, 2,660 new housing
units;
(3) For the county of Maui, 2,080 new housing
units; and
(4) For the county of Kauai, 856 new housing
units."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2022 and shall be repealed on June 30, 2034.
