A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE ninth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $27,164,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the ninth senatorial district, as follows:
1. Aina Haina Elementary School
A. Air conditioning of campus with appropriate air filters or UV attachments for virus mitigation.

B. Playground equipment for grades three through five recess area fronting P3.

C. Semi-permanent covered campus spaces.

2. Kahala Elementary School
A. Design and construction for covered walkways and play areas.

A. Design and construction for electrical upgrades and air conditioning for 236 classrooms.

7. Diamond Head State Monument
A. Design and construction of parking, security elements, interpretive facilities for Battery Harlow, Kapahulu tunnel pedestrian access improvements and accessibility compliance.

B. Rockfall mitigation, shotcrete stabilization, trail, and slope stabilization.

C. Security and access improvements, fencing, pathways, barriers, and other elements.

D. Additional comfort station and sewer improvements.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 6 shall be expended by the department of education; and
(2) The sums appropriated in item 7 shall be expended by the department of land and natural resources.
SECTION 4. This Act shall take effect on July 1, 2021.
