A BILL FOR AN ACT
RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. The legislature finds that social and economic
impact of the SARS-CoV-2 coronavirus disease 2019 (COVID-19) virus on the State
of Hawaii has been devastating. For the
health and safety of the general public, in order to slow the spread of COVID-19,
in March 2020, all public gathering places, were closed to the public. This necessary closure of public gathering
places included sporting and entertainment events at the aloha stadium as well
as its iconic aloha stadium swap meet and marketplace. As a result of the public gathering shutdown,
aloha stadium could no longer generate revenue and is projecting to exhaust its
cash balance before the end of June 30, 2021.
The legislature
also finds that to continue to minimally maintain the operational use of the aloha
stadium, it is imperative that the stadium receive a general fund cash appropriation
or infusion of $1,500,000 to complete fiscal year 2020-2021 and to provide sufficient
cash to begin the next fiscal year. In
anticipation of a cash shortfall, the stadium immediately furloughed its hourly
workers then followed with adjusting its maintenance and other event-related contracts,
where reasonably and prudently possible.
The purpose
of this Act is to provide an emergency appropriation of general funds to allow
the aloha stadium to continue to operate and maintain the facility in a safe
condition for the general public.
SECTION 3. There is appropriated out of the general
revenues of the State of Hawaii, the sum of $1,500,000 or so much thereof as
may be necessary for fiscal year 2020-2021 to be deposited into the stadium
special fund created pursuant to section 109-3, Hawaii Revised Statutes, for
payroll and other current expenses, to address payroll and other current
operating and maintenance expenses necessary to maintain the facility in a safe
condition for the general public.
The sum appropriated shall be expended by the stadium authority for the purposes of this Act.
SECTION 4. This Act shall take effect upon its approval.
