A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-ninth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $678,295,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the thirty-ninth representative district, as follows:
Design and construction for athletic stadium and support facilities per master plan; ground and site improvements; equipment and appurtenances
Design $1,500,000
Construction $28,800,000
Total funding $30,300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. East Kapolei elementary school
Construction for new school
Construction $60,000,000
Total funding $60,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. East Kapolei high school
Construction for new school
Construction $350,000,000
Total funding $350,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. East Kapolei middle school
Construction for new phase three school
Construction $45,000,000
Total funding $45,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Honowai elementary school
Design and construction for covered walkway in multiple areas; ground and site improvements; equipment and appurtenances
Design $100,000
Construction $1,125,000
Total funding $1,225,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Honowai elementary school
Design and construction for electrical upgrade and air conditioning for multiple portables; ground and site improvements; equipment and appurtenances
Design $50,000
Construction $475,000
Total funding $525,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Ilima intermediate school, Oahu
Design and construction for 6th grade building; ground and site improvements; equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Kaleiopuu elementary school
Design and construction for electrical upgrade - phase 2; ground and site improvements; equipment and appurtenances

The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Kaleiopuu elementary school
Design and construction for new classroom building; ground and site improvements; equipment and appurtenances

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Kaleiopuu elementary school
Design and construction for whole school renovation and improvements; ground and site improvements; equipment and appurtenances

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Kapolei high school, Oahu
Design and construction for new classroom building; ground and site improvements; equipment and appurtenances

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Royal Kunia elementary school

13. Waipahu high school
Construction for new adult education portables
Construction $3,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
14. Waipahu high school
Construction for new integrated academic classroom building - phase 2
Construction $20,000,000
Total funding $20,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
15. Waipahu high school
Construction for phase 2 of campus painting
Construction $500,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
16. Waipahu high school
Design and construction for campus rekeying project - rekeying of all exterior locks on campus
Design $75,000
Construction $275,000
Total funding $350,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2021.
