SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $147,100,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the tenth representative district, as follows:

1. Princess Nahienaena elementary school, Maui

Design and construction for multipurpose shaded areas or structures and other improvements; ground and site improvements; equipment and appurtenances.

Design $1,000

Construction $1,299,000

Total funding $1,300,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

2. Princess Nahienaena elementary school, Maui

Design and construction for a multipurpose, covered pavilion for use as a playcourt, eating area, and outdoor instruction for the Lahainaluna complex; ground and site improvements; equipment and appurtenances.

Design $650,000

Construction $4,500,000

Total funding $5,150,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

3. Lahaina intermediate school, Maui

Design $650,000

Construction $4,500,000

Total funding $5,150,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

4. Lahainaluna high school, Maui

Design and construction for replacement of the campus fire alarm system; ground and site improvements; equipment and appurtenances.

Design $500,000

Construction $4,000,000

Total funding $4,500,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

5. Lahainaluna high school, Maui

Design and construction for the ongoing ADA architectural barrier removal project; ground and site improvements; equipment and appurtenances.

Construction $5,000,000

Total funding $6,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

6. Lahaina intermediate school, Maui

Plans and design for a new multipurpose library/STEAM/ administration for the Lahainaluna complex; ground and site improvements; equipment and appurtenances.

Plans $250,000

Design $750,000

Total funding $1,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

7. Lahainaluna high school, Maui

Plans for the phased reconstruction of Lahainaluna high school with the development of a long-term master plan for the Lahainaluna complex to decrease the footprint of the school and increase student capacity on campus.

The sum appropriated for this capital improvement project shall be expended by the department of education.

8. Lahainaluna high school, Maui

Plans and design for new athletic improvements, including a covered playcourt, girls athletic lockers, court resurfacing, and new wrestling room; ground and site improvements; equipment and appurtenances.

Total funding $1,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

9. King Kamehameha III elementary school, Maui

Plans, land, and design for relocating and rebuilding King Kamehameha III elementary school campus on a new site; ground and site improvements; equipment and appurtenances.

Total funding $1,500,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

10. Lahainaluna complex, Maui

Design and construction for campus improvements at Lahainaluna complex schools for health and safety compliance; ground and site improvements; equipment and appurtenances.

Construction $1,200,000

Total funding $1,500,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

11. Honoapiilani highway and Lealii parkway, Maui

Construction for improvements to Honoapiilani highway and Lealii parkway.

Construction $9,000,000

Total funding $9,000,000

The sum appropriated for this capital improvement project shall be expended by the department of transportation.

12. Villages of Leialii, Maui

Construction for the first increment of the Villages of Leialii development.

Construction $25,000,000

Total funding $25,000,000

The sum appropriated for this capital improvement project shall be expended by the Hawaii housing finance and development corporation.

13. Villages of Leialii, Maui

Construction for the second increment of the Villages of Leialii development.

Construction $75,000,000

Total funding $75,000,000

The sum appropriated for this capital improvement project shall be expended by the Hawaii housing finance and development corporation.

14. Wahikuli reservoir, Maui

Construction for Wahikuli reservoir water tank.

Construction $10,000,000

Total funding $10,000,000

The sum appropriated for this capital improvement project shall be expended by the county of Maui.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2022.
