A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FIRST REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $59,220,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the first representative district, as follows:
1. To be expended by the department of education:
A. Earnest Bowden de Silva elementary school, Hawaii
Plans, design, construction, equipment, and appurtenances for six classroom buildings.
Plans and design $ 180,000
Construction $16,820,000
Equipment and appurtenances $ 1,000,000
Total funding $18,000,000
B. Honokaa elementary school, Hawaii
Plans, design, and construction of a covered play court, retaining wall, and covered walkway.
Plans $ 45,000
Design $ 450,000
Construction $4,005,000
Total funding $4,500,000
C. Honokaa high school, Hawaii
Plans, design, and construction of a retaining wall along Mamane street.
Plans $ 20,000
Design $ 200,000
Construction $10,000,000
Total funding $10,220,000
D. Laupahoehoe community public charter school, Hawaii
Plans, design, equipment, construction for school improvement, building repair and renovation, ground and site improvements and equipment, and any repairs or renovations necessary to accommodate the installation of a photovoltaic system.

Equipment $ 25,000
Construction $2,925,000
Total funding $3,000,000
2. To be expended by the Hawaii health systems corporation:
A. Hilo Medical Center, Hawaii
Design and construction for the Hilo Medical Center phase two expansion – obstetrics.

Total funding $22,000,000
3. To be expended by the university of Hawaii:
A. Imiloa astronomy center, Hawaii
Plans, design, construction, and equipment for the redesign and renovation of the planetarium.

Total funding $1,500,000
PART II
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $10,000,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the first representative district, as follows:
1. To be expended by the county of Hawaii:
A. Papaaloa gym, Hawaii
Plans, design, and construction for a new Papaaloa gym.
Plans $ 25,000
Design $ 25,000
Construction $ 9,950,000
Total funding $10,000,000
SECTION 3. No moneys shall be released to the county of Hawaii for the project listed in section 2 of this part unless matched on a dollar-for-dollar basis by moneys from the county of Hawaii.
PART III
SECTION 4. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 5. The sums appropriated shall be expended by the respective departments for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2022.
