A BILL FOR AN ACT

 

 

rELATING TO capital improvement projects for the benefit of the fourteenth, fifteenth, and sixteenth representative districts.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $44,081,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the county of Kauai, as follows:

For the fourteenth district:

1.   To be expended by the Hawaii state public library system:

A.   Princeville public library, Kauai

     Construction of health and safety improvements at the Princeville public library.

2.   To be expended by the Hawaii health systems corporation - Kauai region:

A.   Samuel Mahelona memorial hospital, Kauai

Additional technical studies needed for programmatic environmental impact statement.

B.   Samuel Mahelona memorial hospital, Kauai

Project development and class IV zoning permit.

Plans                                     $65,000

     Total funding                        $65,000

C.   Samuel Mahelona memorial hospital, Kauai

Consolidation and re‑subdivision.

Design                                   $115,000

     Total funding                       $115,000

3.   To be expended by the department of education:

A.   Kilauea elementary school, Kauai

Covering the Kilauea elementary school's playcourt to create a safe place for students to play, attend assemblies, and wait for parents on rainy days.

Design                                 $  305,000

Construction                           $3,395,000

     Total funding                     $3,700,000

4.   To be expended by the department of transportation:

A.   4-370 Kuhio highway, Kauai

Plans for, and construction of, a guardrail or pedestrian protector at 4-370 Kuhio highway.

     Total funding                       $400,000

For the fifteenth district:

1.   To be expended by the department of parks and recreation of the county of Kauai:

A.   Vidinha stadium, Kauai

Installation of turf, replacement of the track, and upgrading the lighting and electrical.

Design                                $ 1,000,000

Construction                          $12,000,000

     Total funding                    $13,000,000

2.   To be expended by the department of education:

A.   Kauai high school, Kauai

Gymnasium improvements and equipment, including one or more digital video boards, adjustable lighting, floor striping, floor protectors, rehabilitation equipment, and other miscellaneous expenses.

3.   To be expended by the department of transportation:

A.   Kuhio highway, Kauai

Kuhio highway light signalization in the vicinity of the Kauai community correctional center and Wailua golf course.

     Total funding                     $2,000,000

B.   Wailua river bridge, Kauai

Repairs to existing Wailua river bridge; eligible for federal funding match.

Construction                           $1,800,000

For the sixteenth district:

1.   To be expended by the department of accounting and general services:

A.   Menehune ditch, Kauai

Plans, permits, and construction of Menehune ditch improvements.

Installation of four-inch

pipe from Kokee ditch to

Improvements to the Kekaha

B.   Menehune ditch, Kauai

     Improvements to delivery from Puu Moe divide to 635 basin through the Kokee ditch irrigation system.

     Labor and equipment for sixty months of maintenance, including cleaning the intake and opening the ditch.

2.   To be expended by the department of land and natural resources:

A.   Polihale state park, Kauai

     Plans, design, and construction of phase 2 park improvements.  Project is deemed necessary to qualify for federal aid reimbursement or financing, or both.

B.   Waimea canyon state park, Kauai

     Design and construction of Waimea canyon state park improvements.

     Design and Construction of Kokee state park improvements.

     Construction of phase 2 park improvements through a federal funding match.

E.   Awaawapuhi trail parking lot, Kauai

     Plans, design, and land acquisition for, and construction of, Awaawapuhi trail parking lot extension.

     Total funding                       $650,000

F.   Kikiaola small boat harbor, Kauai

     Plans, design, and construction of a new boat ramp.

3.   To be expended by the department of education:

A.   Eleele elementary school, Kauai

     Plans and design for, and construction to provide, air conditioning in classrooms.

     Total funding                     $1,500,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sum appropriated shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2022.
