A BILL FOR AN ACT

 

 

relating to workforce development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 201, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§201-     Workforce development; grant program; established.  (a)  The department of business, economic development, and tourism shall establish a grant program to offer matching funds to public-private partnerships in eligible industries to engage in workforce development.

     (b)  The department shall select a grant program administrator by issuing a public request for proposals, in accordance with chapter 103D.

     (c)  Eligible industries shall include:

     (1)  Cyber security;

     (2)  Information technology, including software and creative media;

     (3)  Data and analytics;

     (4)  Augmented reality;

 

     (5)  Aquaculture;

     (6)  Agriculture, including ranching and dairy farming;

     (7)  Traditional native Hawaiian agriculture;

     (8)  Robotics and machinery;

     (9)  Ecotourism;

    (10)  Scientific research and development;

    (11)  Energy;

    (12)  Manufacturing;

    (13)  Health and wellness;

    (14)  Creative and performing arts; and

    (15)  Other industries, as determined by the department.

     (d)  Ten per cent of the moneys awarded through the grant program may be used for administrative costs."

     SECTION 2.  No later than one hundred eighty days after the effective date of this Act, the department of business, economic development, and tourism shall:

     (1)  Adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to establish and implement the public‑private partnership matching grant program, including rules regarding the submission, review, and approval of applications; eligible industries; and grant agreements memorializing the award of funds; and

     (2)  Issue a public request for proposals, in accordance with chapter 103D, Hawaii Revised Statutes to select a grant program administrator.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2022-2023 to establish and administer a public-private partnership matching grant program.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2022.
