A BILL FOR AN ACT
RELATING TO ELECTIONS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 11, Hawaii Revised Statutes, is amended by adding a new section to part VIII to be appropriately designated and to read as follows:
"§11- Voter
information guide. (a) The office of elections shall prepare a voter
information guide. The office of elections shall:
(1) Post the voter information
guide electronically on its website; and
(2) Print and mail a
physical copy of the voter information guide upon request.
(b) The
voter information guide shall include:
(1) A photo and statement
of less than one hundred fifty words for each candidate running for a federal position
or for governor or lieutenant governor, to be prepared by the office of elections;
(2) A photo and statement
of less than one hundred fifty words for each candidate running for a state or county
position, to be prepared by the county clerk; and
(3) A clear and concise
explanation drafted by the department of the attorney general of each proposed state
constitutional amendment, county charter amendment, or proposed initiative or
referendum issue.
(c) The office of elections shall prepare a notice to be mailed with each ballot in a primary election notifying voters that a digital voter information guide may be found on the office of elections website or a physical copy may be mailed upon request."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for the office of elections to:
(1) Prepare and mail a notice to voters that a digital voter information guide may be found on the office of elections website or a physical copy may be mailed upon request; and
(2) Print physical copies of the voter information guide, to be mailed upon request for a physical copy.
The sum appropriated shall be expended by the office of elections for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2112.
