A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $24,750,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twenty-fourth representative district, as follows:
1. Lincoln elementary school
Plans, design, construction, and equipment for expansion of the school roadway and turnaround area for student drop-off and pick-up; ground and site improvements; and equipment and appurtenances.

Construction $1,500,000
Equipment $100,000
Total funding $1,900,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Lincoln elementary school
Design and construction for a cattle gate to secure the campus.
Design $50,000
Construction $100,000
Total funding $150,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Roosevelt high school
Plans, design, construction, and equipment for new music center facilities with classrooms, practice rooms, teacher offices, and other related facilities; ground and site improvements; and equipment and appurtenances.

Construction $18,000,000
Equipment $100,000
Total funding $20,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Washington middle school
Design, construction, and equipment for telecom infrastructure upgrades.

Equipment $200,000
Total funding $2,200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Halau Ku Mana public charter school
Plans, design, construction, and equipment for renovations and repairs on the campus, including the kaiwi building, awnings over walkways, roof repairs and mold abatement, and air conditioning.

Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
