A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-ninth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $95,515,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:
1. Ahuimanu elementary school
Design and construction for covered walkway bridge connecting buildings C and E, including an elevator for accessibility.

Construction $420,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Ben Parker elementary school
Design and construction for parking lot expansion and student drop-off area.
Design $70,000
Construction $430,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. James B. Castle high school
Design and construction for resurfacing of all-weather track and artificial turf football field.
Design $80,000
Construction $3,420,000
Total funding $3,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kaneohe elementary school
Design and construction for a covered play court with an A-frame roof and appropriate lighting.
Design $70,000
Construction $530,000
Total funding $600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kaneohe elementary school
Design and construction for covered walkways, on the makai side, at buildings B, C, and the cafeteria.
Design $95,000
Construction $400,000
Total funding $495,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Maunawili elementary school
Design and construction for covered outdoor learning spaces; ground and site improvements, equipment, and appurtenances.
Design $300,000

Total funding $1,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Samuel Wilder King intermediate school
Design and construction for replacing science table waterlines in building C and downspouts and repairing termite damage.
Design $100,000

Total funding $530,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Samuel Wilder King intermediate school
Design and construction for sidewalk repairs and campus covered walkways for buildings A, D, F, H, I, and N to address safety issues.

Total funding $400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Samuel Wilder King intermediate school
Plans, design, construction, and equipment for a new track; ground and site improvements; and equipment and appurtenances.

Total funding $400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Hawaii state hospital
Design and construction for water system improvements.

The sum appropriated for this capital improvement project shall be expended by the department of health.
11. Hawaii state hospital
Design, construction, and equipment for renovation of the Guensburg building to be used for those needing locked co-occurring substance use care and behavioral long term care.

Total funding $53,500,000
The sum appropriated for this capital improvement project shall be expended by the department of health.
12. Heeia Kea pier
Construction for an upgrade to a wastewater system for Heeia Kea boat harbor.

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
13. Trust for Public Land
Land for Maunawili Valley.
Land $1,640,000
Total funding $1,640,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
14. Trust for Public Land
Land for the Kaneohe Pali to Loi project.
Land $1,800,000
Total funding $1,800,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
15. Windward community college
Construction for HVAC and fume hood system replacement and water infiltration repairs to address health and safety issues due to excessive humidity and mold growth.
Construction $10,000,000
Total funding $10,000,000
The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
16. Windward community college
Design and construction for campus wide fire alarm upgrades and replacements.
Design $300,000
Construction $4,000,000
Total funding $4,300,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
17. Windward community college
Design and construction for reroofing of Hale Kuhina to address active leaks and replacing existing structural wood beams due to termite damage.
Design $200,000
Construction $2,000,000
Total funding $2,200,000
The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
18. Windward community college
Design and construction for reroofing of Hale Naauao, Hale Manaleo, and Hale Manaopono to address active leaks.
Design $200,000
Construction $900,000
Total funding $1,100,000
The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
19. Windward community college
Design and construction for reroofing of Hale Palanakila to address active leaks.
Design $300,000
Construction $4,500,000
Total funding $4,800,000
The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
