A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $45,660,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the thirty-fourth representative district, as follows:
1. Highlands Intermediate
Construction and equipment for upgrading and installing chilled water fountains with a bottle refill option.
Construction $40,000
Equipment $20,000
Total funding $60,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Highlands Intermediate
Design, construction, and equipment for a retaining wall to level and stabilize the slope in the center of campus to create a large seating area.
Design $200,000
Construction $2,000,000
Equipment $100,000
Total funding $2,300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Momilani Elementary
Design, construction, and equipment for slope stabilization and a covered playcourt.
Design $700,000
Construction $7,000,000
Equipment $100,000
Total funding $7,800,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Momilani Elementary
Plans and design for expansion of the administration building.
Plans $100,000
Design $400,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Pearl City High School
Design and construction for resurfacing of tennis courts.
Design $50,000
Construction $600,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Pearl City High School
Design, construction, and equipment for a covered playcourt near the gymnasium.
Design $200,000
Construction $2,650,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Pearl City High School
Design, construction, and equipment for replacement of the 27-year-old auditorium dimmer system.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Pearl City High School
Plans, design, construction, and equipment for F Building renovation for academies, including possible medical space to assist students with certifications.

The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Pearl City Highlands Elementary School
Plans, design, and construction for a new library and administration building.

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waiau Elementary
Design and construction for a covered walkway.

11. Waimalu Elementary School
Design and construction for a covered playcourt.
Design $500,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Waimalu Elementary School
Design and construction for heat abatement for building A, administration building, and portables one through fourteen.

The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Waimalu Elementary School
Design and construction for replacement of tile flooring in library.

The sum appropriated for this capital improvement project shall be expended by the department of education.
14. Pearl City Library
Plans and design for expansion of library.
Plans $1,500,000
Design $1,500,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
