RELATING TO TAX CREDITS. Increases the credit amount and the income eligibility cap thresholds for the income tax credit for low-income household renters by using tax brackets. Provides for inflation increases every three years based on the consumer price index. Effective 7/1/2050. (SD2)

RELATING TO GENERAL EXCISE TAX. Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program (SNAP), regardless of the means of purchase and the SNAP eligibility of the person. RELATING TO AFFORDABLE HOUSING. Removes the construction completion deadline for the Leialii affordable housing project and Keawe street apartments. Specifies that the developer of the Keawe street apartments affordable housing project shall be responsible for all associated costs of the AIS for the footprint of the Keawe street apartments affordable housing project. RELATING TO TAXATION. Retroactively exempts from the state income tax, unemployment compensation and pandemic unemployment assistance received from 3/1/2020, to 12/31/2020. Requires the department of taxation to allow taxpayers to credit the state income tax deducted and withheld from their unemployment compensation and pandemic unemployment assistance during that time period against their overall state income tax liability. RELATING TO THE STATEWIDE TRAFFIC CODE. Establishes penalties for violations of the ignition interlock device law. Requires proof of compliance with the ignition interlock device law to be eligible to apply for a driver's license. Requires the Department of Transportation to provide ignition interlock device installation and services to qualifying individuals at no cost. Doubles the revocation period for those who do not own a vehicle in which to place an ignition interlock device. Effective 1/1/2050. (SD2)

RELATING TO DOG BITES. Removes the requirement to prove that the dog has bitten on two separate occasions for dog bite victims to bring legal action against a dog's owner. (SD1)

RELATING TO FOOD DONATION. Expands liability protection for donors to include donations of food and similar donations made to needy persons by organizations. Authorizes the donation of expired food when the donor reasonably believes in good faith that the food remains fit for human consumption. (SD2)

RELATING TO FARM ANIMALS. Requires farm owner or operators to confine egg-laying hens in accordance with the standards established in this measure. Effective 6/30/27 prohibits a business owner or operator from selling shell eggs or egg products that are produced by egg-laying hens that were confined in a cruel manner. (SD2)

RELATING TO WATER QUALITY. Waives the requirement for section 401 water quality certification for certain small-scale beach restoration projects authorized by the Department of Land and Natural Resources. (SD2)

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO GUARANTEE ALL INDIVIDUALS THE RIGHT TO HAVE A CLEAN AND HEALTHY ENVIRONMENT. Proposes a constitutional amendment which guarantees individuals the right to a clean and healthy environment, including pure water, clean air, and healthy ecosystems, and to the preservation of the natural, cultural, scenic, and healthful qualities of the environment. Self-executing. Effective fifty years after approval by vote of the electorate. (SD2)

RELATING TO ALCOHOL. Expands the definition of "beer" to specify an alcohol by volume of no less than 0.5 per cent and to include alcoholic seltzer beverages. Effective January 1, 2022. (SD1)

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS. Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. Amends the definition of motor scooter. (SD1)

RELATING TO THE FESTIVAL OF PACIFIC ARTS. Extends the date on which the temporary commission on the thirteenth festival of pacific arts shall cease to exist to August 31, 2025. Permits less than a quorum of commission members to discuss matters relating to official board business outside a commission meeting as a permitted interaction under part I of chapter 92, Hawaii Revised Statutes, to enable them to perform their duties faithfully, provided that the commission holds a meeting at least once a month and discusses the progress of the permitted interaction matter at the next meeting. RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Establishes the clean energy and energy efficiency revolving loan fund. Repeals the building energy efficiency revolving loan fund. Authorizes moneys in the green infrastructure special fund to be used to finance the option to purchase solar energy systems and other clean energy equipment, including the purchase or lease of electric vehicles. Appropriates an unspecified amount out of the clean energy and energy efficiency revolving loan fund. Effective 5/6/2137. (SD2)
