RELATING TO TRANSIENT ACCOMMODATIONS TAX. Repeals the distribution of transit accommodations tax revenues to the counties. Authorizes each county to impose a surcharge on transient accommodations tax. (SD1 Proposed)

RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13, of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO CAPITAL GAINS. Increases the capital gains tax threshold from 7.25 per cent to nine per cent. Applies for tax years beginning after 12/31/2020. Effective 7/1/2050. (HD1)

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE. Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2020. Effective 7/1/2050. (HD1)

RELATING TO THE STATE FUNDS. Provides for the deposit into the emergency and budget reserve fund of moneys received by the State through a civil action in which the State is a party and no other law or court order specifically provides for the deposit elsewhere of moneys received through the action.
