RELATING TO CHILD PASSENGER RESTRAINTS. Amends requirements for the restraint of child passengers. Requires rear facing child safety seats for children under two years of age. Repeals exceptions for compliance. Raises certain fines for violations.

RELATING TO MOTOR VEHICLE REGISTRATION. Amends the law relating to registration renewals and initial registrations of motor carrier vehicles of any motor carrier who has an outstanding federal out-of-service order. Adds a definition for "out-of-service order".

RELATING TO TRANSPORTATION. Repeals sections 264-19, 266-2.3, and 266-22, Hawaii Revised Statutes, for the purpose of deleting obsolete or unnecessary provisions.

RELATING TO MOTOR CARRIERS. Repeals the law relating to exemption for vehicles designated as vehicles used by farmers as set forth in section 286-208, Hawaii Revised Statutes.

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS. Expands the authority of the Director of Transportation over required motor carrier vehicle inspections. Authorizes the Director of Transportation to adopt administrative rules related to fees.

RELATING TO COMMERCIAL DRIVER'S LICENSES. Adds a requirement for certain commercial driver's license applicants to complete an entry-level driver training course before taking a skills test for licensure.

RELATING TO VEHICLE INSPECTIONS. Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation. Repeals requirement for reconstructed vehicles to obtain a special inspection and certification.
