RELATING TO BICYCLE LANES. Requires the department of transportation to create a development plan to widen shoulders on state highways with designated bike lanes to at least three feet in width, with exceptions.

RELATING TO VISION ZERO. Requires the Department of Transportation to implement a vision zero program in Hawaii by 7/1/2022. Establishes a goal of no traffic fatalities or serious injuries by 2030.

RELATING TO TRANSPORTATION. Directs the department of transportation to fashion a complete streets policy and reporting requirements.

RELATING TO TRANSPORTATION. Modernizes Hawaii's ground transportation infrastructure by providing metrics, considerations, and assistance to the department of transportation in creating motor vehicle, bicycle, and pedestrian facilities. Establishes a ground transportation modernization commission within the department of transportation.

RELATING TO FELONIES. Specifies that interference with an automated public transit operation is unlawful and is a class C felony.

RELATING TO MOTOR CARRIER PENALTIES. Allows a penalty of up to $5,000 for the fourth or subsequent violations of the motor carrier law within one calendar year.

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES. Repeals provision requiring light transmittance of no less than 35% on side and rear windows of certain vehicles when using sun screening devices and glazing material. Exempts from the section the side windows of any motor vehicle; provided the vehicle is equipped with rearview mirrors on both sides.

RELATING TO OPERATING A VEHICLE WHILE INTOXICATED. Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.

RELATING TO THE STATEWIDE TRAFFIC CODE. Establishes penalties for violations of the ignition interlock law. Requires proof of compliance with the ignition interlock law to be eligible to apply for a driver's license. Effective 1/1/2022.

RELATING TO TOUR AIRCRAFT. Requires tour aircraft operations permit applicants to have aircraft that are outfitted with FAA approved safety devices. Prohibits tour aircraft permit holders from allowing the noise footprint of their aircraft to enter any occupied property. Requires denial of permit or rescission of permit if requirements are not met.

RELATING TO HELICOPTERS. Requires commercial helicopter owners and operators to retain and make available records containing basic helicopter flight information.
