RELATING TO TRANSPORTATION. Requires the department of transportation to conduct a study to determine the feasibility of repairing or renovating the Kalaeloa Airport air traffic control tower. Appropriates funds.

RELATING TO THE STATEWIDE TRAFFIC CODE. Replaces the term "accident" with collision for purposes of certain provisions of the statewide traffic code.

RELATING TO RENAMING KAHULUI AIRPORT ACCESS ROAD. Renames Kahului Airport Access Road on Maui as the Mayor Elmer F. Cravalho Way.

RELATING TO SPECIAL NUMBER PLATES. Authorizes the issuance of special number license plates representing the Polynesian Voyaging Society for electric vehicles.

RELATING TO TRANSPORTATION. Authorizes the issuance of special license plates to support forest conservation and ocean conservation, with proceeds from the program to be used to fund conservation efforts at the State's beaches, nearshore environment, and forests. Increases the initial application and renewal fees for special number plates from $25 to $100.

RELATING TO LICENSE PLATES. Requires the director of finance to furnish to an owner of a vehicle one, rather than two, number plate for the vehicle. Makes conforming amendments.
