RELATING TO RANKED CHOICE VOTING. Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.

RELATING TO TAXATION. Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2021. Authorizes the use of county surcharge revenues for affordable and workforce housing infrastructure.

RELATING TO TRANSPORTATION. Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county.

RELATING TO SEARCH AND RESCUE. Requires government entities to seek reimbursement for all or a portion of search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public.

RELATING TO TORT LIABILITY. Clarifies that persons that enter private property for recreational purposes have no cause of action, unless exempted under law. Requires a court to award attorneys' fees and costs to landowners if plaintiffs bring unreasonable claims. States that, as a matter of law, persons participating in outdoor recreational activities accept the inherent dangers in the activities.

RELATING TO COUNTY COUNCIL MEETINGS. Authorizes county council members to caucus during official council meetings.
