RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS. Allows state boards to hold meetings closed to the public to consider statements and information obtained from witnesses or victims during an investigation into the hiring, evaluation, dismissal, or discipline of an officer or employee, or of charges brought against the officer or employee.

REGARDING THE GENERAL POWERS AND LIMITATION OF THE COUNTIES. Reaffirms the State's authority over the counties on laws and rules regarding issues of statewide jurisdiction.

RELATING TO INFORMAL MEETINGS. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.

RELATING TO COMMUNITY MEETINGS. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions.

Persons wishing to submit written testimony or request to testify via videoconference may do so up to 24 hours prior to the hearing.

Please note the following:
· The number of videoconference testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify remotely.
· Videoconference testifiers for this hearing will be limited to 3 minutes each.
