RELATING TO ELECTIONEERING COMMUNICATIONS. Changes the monetary threshold that triggers disclosure of electioneering communications to an unspecified amount. Requires that disclosures of electioneering communications occur on the date the electioneering communications are publicly distributed. Classifies election advertisements sent by mail at any postal rate as electioneering communications. Exempts election advertisements that are actual expenditures of an organization from being considered electioneering communications. Repeals the requirement that a person be treated as having made an expenditure if the person has executed a contract to make the expenditure. Effective 7/1/2112. (HD1)

RELATING TO FAIR HOUSING REASONABLE ACCOMMODATIONS. Codifies the administrative rule definition of "assistance animal". Clarifies the type of verification an individual may provide to substantiate a reasonable accommodation request for a specific assistance animal. Specifies that possession of a vest or other distinguishing animal garment, tag, or registration document commonly purchased online and purporting to identify an animal as a service animal or assistance animal does not constitute valid verification of a disability-related need for an assistance animal. Effective 7/1/2060. (HD1)

RELATING TO LICENSING. Authorizes the issuance of a civil license to solemnize marriage and allows solemnization by any individual at least eighteen years of age.

RELATING TO DOG BITES. Removes the requirement to prove that the dog has bitten on two separate occasions for dog bite victims to bring legal action against a dog's owner. (SD1)

RELATING TO FELONIES. Specifies that interference with an automated public transit operation is unlawful and is a class C felony. (SD1)

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS. Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. Amends the definition of motor scooter. Effective 7/1/2050. (HD1)

RELATING TO THE STATEWIDE TRAFFIC CODE. Establishes penalties for violations of the ignition interlock device law. Requires proof of compliance with the ignition interlock device law to be eligible to apply for a driver's license. Requires the Department of Transportation to provide ignition interlock device installation and services to qualifying individuals at no cost. Doubles the revocation period for those who do not own a vehicle in which to place an ignition interlock device. Effective 1/1/2050. (SD2)

RELATING TO POLICING. Prohibits the issuance of warrants that permit entry by an officer to a house, store, or other building without first audibly declaring the officer's office and business, including no-knock warrants. Requires law enforcement officers serving an arrest warrant at a house or a search warrant at a house, store, or other building to audibly declare the officer's office and business and wait at least thirty seconds for compliance before entry. Requires officers serving a warrant to do so in uniform.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
