RELATING TO THE COLLEGE SAVINGS PROGRAM. Establishes a state income tax deduction for eligible contributions made to any college savings program under section 529 of the Internal Revenue Code. Applies to taxable years beginning after 12/31/2020.

RELATING TO THE UNIVERSITY OF HAWAII. Establishes an organized research unit for cancer research within the University of Hawaii John A. Burns School of Medicine.

RELATING TO EDUCATION. Establishes a cannabinoid medicine program within the University of Hawaii to be administered by the John A. Burns school of medicine.

RELATING TO PHYSICIAN WORKFORCE ASSESSMENT. Repeals the requirement that no less than fifty per cent of the physician workforce assessment fees deposited into the John A. Burns school of medicine special fund be used for purposes identified by the Hawaii medical education council. Repeals the monetary cap of expenditures from the John A. Burns school of medicine special fund. Authorizes the John A. Burns school of medicine special fund to provide loan repayment to certain physicians and scholarships to qualifying medical students.

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS INDEPENDENT AUDIT COMMITTEE. Allows the chair of the Independent Audit Committee of the University of Hawaii Board of Regents to be selected in a manner consistent with its bylaws and makes other clarifying amendments.
