RELATING TO AFFORDABLE HOUSING. Authorizes cash payments made by developers in lieu of providing the required reserved housing units in the development of residential projects for the Hawaii community development authority to be deposited into the rental housing revolving fund.

RELATING TO AFFORDABLE HOUSING. Temporarily exempts affordable housing projects from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except application fees; provided that the units are affordable for households with incomes at or below 100% of the area median family income. Sunsets on 6/30/2027.

RELATING TO AFFORDABLE HOUSING. Requires the state historic preservation division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days.

RELATING TO AFFORDABLE HOUSING. Establishes that whenever the infrastructure or equipment for electric utility service is required to be installed underground for affordable housing within an area that has been designated by a county as a transit-oriented development area, it shall be the responsibility of the electric utility company to install the infrastructure or equipment.

RELATING TO AFFORDABLE HOUSING. Extends the low-income housing tax credit program for 6 years to 12/31/2027.

RELATING TO LOW-INCOME HOUSING TAX CREDIT. Allows the low-income housing tax credit to be allocated among the partners or members of the taxpayer earning the credit in any manner by the parties. Extends increases made to the low-income housing tax credit from 12/31/21 to 12/31/27.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Extends the sunset date of amendments to the State Low-Income Housing Tax Credit by an additional five years.

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS CREDIT. Creates income brackets for the low-income renter tax credit. Provides for adjustment of the tax credit amount based on the consumer price index for taxable years beginning after December 31, 2021, and beyond.
