RELATING TO HOUSING OBJECTIVES.

Requires the Hawaii Public Housing Authority and the Hawaii Housing Finance and Development Corporation to accomplish certain housing objectives.

RELATING TO INDIVIDUAL HOUSING ACCOUNTS.

Establishes the individual housing accounts savings program, board, and administrative fund.  Imposes a ten per cent penalty on certain distributions.  Allows individual housing accounts for dependent children.  Expands authorized uses of individual housing accounts.  Appropriates funds.

RELATING TO RENTAL DISCRIMINATION.

Prohibits discrimination, including in advertisements for available real property, based on participation in a housing assistance program, or requirements related to participation in housing assistance programs, in rental transactions and requirements.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Establishes the landlord incentive program special fund to reimburse land owners who participate in the section 8 housing choice voucher program for repair costs of tenant-caused property damage when the repair costs exceed the tenant's security deposit.  Makes an appropriation.

      Status & Testimony

RELATING TO TAXATION.

Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law.  Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund.

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project and Keawe Street Apartments.  Exempts the project from the application of Chapter 6E, Hawaii Revised Statutes; provided that the project gives preference to Lahaina residents in its tenant placement policy.

RELATING TO HOUSING.

Prohibits planned community and homeowners' associations from preventing its members from renting out their single-family dwelling units when the duration of the tenancy is for six months or longer.

RELATING TO THE PUBLIC HOUSING AUTHORITY.

Allows the Hawaii Public Housing Authority to build non-subsidized housing.
