RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST LUANA KAI A LIFE PLAN COMMUNITY. Authorizes the issuance of special purpose revenue bonds to assist Luana Kai A Life Plan Community with the planning, design, construction, equipping, and operating of facilities for health-related services.

RELATING TO ADULT PROTECTIVE SERVICES. Broadens the Department of Human Services employees' right of entry into a vulnerable adult's premises from physical abuse to abuses as defined in HRS section 346-222, Hawaii Revised Statutes.

RELATING TO THE SPOUSE AND CHILD ABUSE SPECIAL FUND. Amends the spouse and child abuse special fund to allow up to $5,000,000 of federal reimbursements received from the U.S. Department of Health and Human Services, Administration for Children and Families, in the year following the fiscal year in which Family First Prevention Services funds and the Title IV-E funds were expended to be deposited and retained.

RELATING TO REPORTS OF CHILD ABUSE. Adds immunity from civil and criminal liability for individuals who provide information or assistance in child abuse investigations.

RELATING TO THE OFFICE OF HEALTHCARE ASSURANCE SPECIAL FUND. Increase ceiling of the Office of Healthcare Assurance Special Fund to meet expanding program needs and diminish dependence on the general fund.

RELATING TO MARRIAGE LICENSE FEES. Amends the marriage license statute to support the Hawaii Birth Defects Program, modernization of the vital statistics system, and operating costs of marriage license agents.

RELATING TO THE DISCLOSURE OF VITAL STATISTICS RECORDS. Amends and repeals sections in chapter 338, Hawaii Revised Statutes, to allow the Department of Health to disclose vital statistics records for public health and law enforcement purposes. Updates eligibility requirements for access to confidential vital records.

RELATING TO EMERGENCY MEDICAL SERVICES. Transfers certain duties, functions, and powers relating to emergency medical services for the island of Oahu from the department of health to the city and county of Honolulu. Appropriates general funds to the city and county of Honolulu for emergency medical services for fiscal year 2021-2022. Appropriates half of the moneys in the emergency medical services special fund to the city and county of Honolulu for emergency medical services for fiscal years 2021-2022 to 2022-2023.

RELATING TO HEALTH. Requires the employers of first responders to develop and provide dementia training to first responders. Effective 12/31/2021.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to two-minutes. This two-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
