RELATING TO GOVERNMENT OPERATION AND POLICY. Requires each new member of a board or commission to participate in an orientation and training session with the head of the department with jurisdiction of that member's board or commission or their designee. Requires each department and agency to train their members at least once per calendar year. (SD2)

RELATING TO THE STATE PLAN. Establishes green infrastructure objectives and policies for state facility systems in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines established by this measure. Effective 7/1/2050. (SD1)

RELATING TO GOVERNMENT. Establishes a state government realignment commission to periodically review the state executive branch's departments, divisions, and agencies, including functions and services, and submit its findings and recommendations to the Legislature. (SD1)

RELATING TO CAMPAIGN CONTRIBUTIONS. Provides that excess contributions by nonresident contributors shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days of the end of the election period. (SD1)

RELATING TO POLITICAL ADVERTISEMENTS. Requires printed and electronic political advertising to prominently display candidate-approval language on each odd-numbered page. (SD1)

RELATING TO VOTING. Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next general election to register and vote at the primary election immediately preceding that general election and in any co-occurring or intervening special election. Takes effect upon ratification of an appropriate constitutional amendment. (SD1)

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS. Proposes a constitutional amendment to allow individuals who are seventeen years of age but will be eighteen years of age on or before the next general election to vote at the primary election immediately preceding the general election by which the citizen will attain the age of eighteen and any intervening or co-occurring special election. RELATING TO RANKED CHOICE VOTING. Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.

RELATING TO CAMPAIGN FINANCE. Allows candidates seeking election to use campaign funds for child and vital household dependent care costs under certain conditions. Effective 5/1/2029. (SD2)

RELATING TO PROCUREMENT. Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Allows a bidder for a construction contact to clarify and correct non-material or technical issues with subcontractor listings for up to 24 hours after the bid submission deadline; provided that the bidder is prohibited from adding or substituting listed joint subcontractors. Requires that bids for construction be publicly opened no sooner than 24 hours after the bid submission deadline. Effective 7/1/2021; provided that part III is effective 12/31/2022. (SD1)

RELATING TO PROCUREMENT. Authorizes a special procurement process for the procurement of goods and services. Requires the procurement policy board to establish rules and procedures for the special procurement process by December 31, 2021. Requires the head of a purchasing agency to prepare a procurement plan and submit the plan to the Attorney General or corporation counsel. Requires the head of a purchasing agency to electronically post, for at least one year, all contracts awarded through a special procurement process within seven days of the contract award. Effective 5/6/2137. (SD2)

RELATING TO SUSTAINABLE ELECTRONICS MANAGEMENT. Requires persons who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices, hardware, and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the Department of Accounting and General Services. Sets administrative penalties for violations. Effective 7/1/2050. RELATING TO PROCUREMENT. Establishes and appropriates moneys from the procurement automation system special fund. Allows the State Procurement Administrator to set procedures for final decisions on investigations of procurement policy and compliance. Authorizes the State Procurement Administrator to assess and collect an administrative fee to cover the costs of the procurement automation system. (SD2)

RELATING TO PROCUREMENT. Repeals the establishment of the community council on purchase of health and human services. Amends various sections of the state procurement code. Establishes the state payor committee within the department of health to implement a unified framework for tracking, coordinating, and guiding the purchase of behavioral health and homelessness services. Requires nongovernmental entities that contract for services relating to behavioral health, substance abuse, or homelessness services to disclose any sources of funding to perform such services. Effective 7/1/2050. (SD2)

RELATING TO PROCUREMENT. Creates time limits to resolve protests to the awards of competitive sealed proposal contracts and procurements of professional services. Takes effect 5/6/2137. (SD2)

RELATING TO BOARDS AND COMMISSIONS. Requires the governor to appoint an individual to fill a vacancy within all boards and commissions within one hundred eighty days. Requires that holdover appointments are limited to one hundred eighty days, thereby creating a vacancy at the end of the holdover period. Requires department heads to inform the governor of any vacancy in any board or commission. (SD1)

RELATING TO BOARDS AND COMMISSIONS. Prohibits a public member of any board or commission under DCCA's purview from being engaged in the occupation that the board or commission regulates; being associated with a member of the occupation that the board or commission regulates that results in a material conflict of interest, an appearance of impropriety, or a reasonable suspicion that the public member does not represent the public interest; or having a financial interest in the regulated occupation. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
