RELATING TO SUSTAINABLE SCHOOLS. Requires the department of education to establish food waste and zero-emission vehicle goals as part of the sustainable schools initiative. Requires annual reports to the legislature. (SD2)

Provides that the prohibition against serving two consecutive terms not to exceed eight consecutive years pursuant to section 26-34(a), Hawaii Revised Statutes, shall not apply to the representative of Hawaiian medium early learning providers' term limit. Repeals on June 30, 2025.

RELATING TO EDUCATION. Requires the department of education to develop a reorganization plan to provide students and schools with centralized transportation services. Requires the department of education to develop a plan to provide students with more locally produced food. Requires the department of education to report to the legislature. Effective 7/1/2050. RELATING TO A SCHOOL FACILITIES AGENCY. Amends Act 72, Session Laws of Hawaii 2020, to require that the school facilities agency complies with the Hawaii Public Procurement Code. Authorizes the school facilities agency to have additional powers and duties. Specifies additional uses for the school facilities special fund. Provides the executive director of the school facilities agency with authority relating to capital improvement projects for the school facilities agency. Effective 7/1/2050. (SD2)

Describes the powers and responsibilities of the school facilities agency by amending chapter 302A, part VI, subpart C and Act 72, Session Laws of Hawaii 2020. Transfers the total fund balance in the state educational improvement fund to the school facilities special fund by a certain date. Makes appropriation. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Requires the State board for career and technical education to oversee and review annually statewide data collection processes and reporting requirements related to the student attainment of industry-recognized credentials. Requires certain agencies to collect and report disaggregated data on students' attainment of industry-recognized credentials. Requires certain agencies to pursue data-sharing agreements with credentialing entities. Requires an annual report to the governor and legislature. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
