RELATING TO THE STATEWIDE TRAFFIC CODE. Replaces the term "accident" with "collision" for purposes of certain provisions of the statewide traffic code. Effective 7/1/3021. (HD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates the Uniform Controlled Substances Act to be consistent with amendments in the federal controlled substances law. Exempts hemp from the Uniform Controlled Substances Act. Removes cannabidiol drugs that have been approved by the United States Food and Drug Administration from the list of Schedule V substances and certain provisions of the Hawaii Penal Code. (HD1)

RELATING TO FOOD DONATION. Expands liability protection for donors to include donations of food and similar donations made to needy persons by organizations. Authorizes the donation of expired food when the donor reasonably believes in good faith that the food remains fit for human consumption. (SD2)

RELATING TO CONDOMINIUMS. Shortens the notice period from sixty days to thirty days for a board to sell, store, donate, or dispose of personalty when the identity and address of the owner are known. Removes the publication requirement and permits the board of directors of a condominium association to proceed directly to the sale, storage, donation, or disposal of personalty that has been abandoned in or on the common elements of a condominium when the identity or address of the owner is unknown. RELATING TO REAL PROPERTY TRANSACTIONS. Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area. Effective 5/1/2022. (HD1)

RELATING TO AGRICULTURAL BUILDINGS. Increases the maximum area for each agricultural shade cloth structure, cold frame, and greenhouse that could qualify the structure for an exemption from building permit and building code requirements.

RELATING TO RESTRICTIONS ON AGRICULTURAL USES AND ACTIVITIES. Disallows the enforcement of a re-recorded homeowners' association restriction if the restriction prohibits bona fide agricultural uses and activities on agricultural land. Effective 1/1/2050. (HD1)

RELATING TO COSMETICS. Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed on or after 1/1/2022 in a cruel manner. Effective 5/6/2137. (HD1)

RELATING TO MICROCHIP IDENTIFICATION. Requires dog and cat owners to microchip their pets. Effective 5/6/2137. (HD1)

RELATING TO ZERO-EMISSION VEHICLES. Establishes the rental car modernization task force to develop a plan to determine the feasibility of installing electric vehicle charging infrastructure to support a one hundred per cent zero‑emission rental motor vehicle fleet by 2035. Requires the task force to submit an initial report to the legislature no later than 12/1/2021, and a final report to the legislature no later than 12/1/2022. Dissolves the task force on 5/31/2023. RELATING TO MOTOR VEHICLE REGISTRATION. Requires resolution of an outstanding federal out-of-service order prior to registration renewals and initial registrations of motor carrier vehicles. Defines "out-of-service order". (HD1)

RELATING TO TRANSPORTATION. Includes autocycles equipped with handlebars in the definition of motorcycle in the Hawaii Safety Act. Exempts motorcycles and motor scooters with a roll bar or roll cage from the safety helmet requirement. Effective 7/1/2050. (HD1)

RELATING TO SKILLED NURSING FACILITY LICENSING. Authorizes the department of health to recognize national accreditation or certification organizations. Effective 7/1/2060. (HD1)

RELATING TO BURIALS. Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis and natural organic reduction. Requires the department of health to adopt rules. Effective 7/1/2060. (HD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
