Sir:
Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1031 entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII HISTORIC PLACES REVIEW BOARD,"
begs leave to report as follows:
Your Committee finds that the Hawaii
Historic Places Review Board is tasked, among other things, with ordering and
entering historic properties into the Hawaii Register of Historic Places,
recommending the nomination of historic properties to the National Register of
Historic Places, and reviewing the State Historic Preservation Plan. However, it has become increasingly more difficult
to find qualified persons to fill the Hawaii Historic Places Review Board. This measure will address the recruitment
issues of the Board, while allowing it to continue to fulfill its duties under
state and federal law.
As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1031 and recommends that it pass Third Reading.
