A BILL FOR AN ACT
RELATING TO THE DEPARTMENT OF EDUCATION.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section in part V to be appropriately designated and to read as follows:
"§302A‑ Financial and management audits. The auditor shall conduct an operational audit of the academic plans and the financial plans of the department, assessing the efficiency and effectiveness of the process from budget and planning, through implementation to student outcomes. The auditor shall submit a report of the auditor's findings, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session following the audit."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for the office of the auditor to conduct the operational audits required by section 1 of this Act.
The sums appropriated shall be expended by the office of the auditor for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2021.
