RELATING TO THE ADMINISTRATION OF JUSTICE. Amends the effect of finding a defendant charged with a petty misdemeanor not involving violence or attempted violence unfit to proceed. Amends the requirements for fitness determination hearings, court-appointed examiners, and examination reports. Authorizes the courts to enter into agreements to divert into residential, rehabilitative, and other treatment those defendants whose physical or mental disease, disorder, or defect is believed to have become or will become an issue in a judicial case. Amends the requirements for appointing qualified examiners to perform examinations for penal responsibility. Requires an examination for penal responsibility to be conducted within fifteen days after a finding of fitness to proceed. Effective 7/1/2050. (HD2)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Extends the sunset provision in Act 38, Session Laws of Hawaii 2017, for certain exemptions from the Ethics Code as related to UH technology transfer from 6/30/2022 to 6/30/2025. Takes effect on July 1, 2050. (HD2)

RELATING TO GUN VIOLENCE PREVENTION. Establishes the gun violence and violent crimes commission. Requires reports to the Legislature. Makes it a class C felony to purchase, manufacture, or otherwise obtain firearm parts for the purpose of assembling a firearm having no serial number. Amends certain requirements relating to firearms registration. Takes effect on 7/1/2050. (SD1)

RELATING TO A SCHOOL FACILITIES AGENCY. Establishes the School Facilities Agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the Legislature, Governor, or Board of Education. Places management of school impact fees with the agency. Appropriates funds. Effective 7/1/2050. (SD2)
