Prohibits specified trolleys, pulleys, cables, or running lines designed to attach a dog to two stationary objects in a configuration that endangers the dog, including by depriving the dog of sustenance.  Prohibits tethering or restraining a dog under the age of six months unless the dog is engaged in an activity supervised by its owner or an agent of its owner.  Prohibits tethering or restraining a dog with a tow or log chain if the tow or log chain inhibits the free movement of the dog.  Prohibits tethering or restraining a dog with a choke collar, pinch collar, or prong collar unless the dog is engaged in an activity supervised by its owner or an agent of its owner.  Effective 10/1/2020.  (SD1)

RELATING TO ACTIONS FOR QUIET TITLE.

Provides that where a quiet title action involves kuleana land, at the request of any defendant at the time the action was brought, the court shall order mandatory mediation with a goal of resolving the dispute, including any issues that might need to be preliminarily established through an action commenced under chapter 668A, HRS.  Allows the court to consolidate separate actions commenced by the same plaintiff or multiple plaintiffs for the same real property in interest.  Requires the plaintiff in a quiet title action involving kuleana land to bear the costs of required mediation and only recover costs, expenses, or attorney's fees from the defendant as the court may deem reasonable and equitable under the circumstances.

RELATING TO CERTAIN PENALTIES FOR VIOLATIONS OF SUBTITLE 4.

Amends fines for destroying or harvesting trees or tree products, including koa, on state forest reserves lands to an amount up to $10,000 or three times the market value at the time and place of the violation for each tree, whichever is greater, in addition to any costs associated with restoration or replacement of the habitat and damages to public land or natural resources, or any combination thereof.  Clarifies that any person violating any provision of part II (Forest Reserves) of chapter 183, Hawaii Revised Statutes, or any rule adopted pursuant thereto, other than section 183-17, Hawaii Revised Statutes, shall be guilty of a petty misdemeanor.  Decriminalizes traffic infractions within forest reserves and sets fine amounts.  Repeals the general penalty provision of section 183-4, Hawaii Revised Statutes.  Takes effect 12/31/2050.  (SD1)

RELATING TO ROOFTOP SOLAR INSTALLATION.

Prohibits the issuance of building permits beginning on January 1, 2022, for new single-family dwellings that are part of a development of twenty or more dwellings and do not include a rooftop solar energy generation system, unless a variance is granted.  Takes effect on 6/18/2050.  (SD2)

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Establishes $           as the Office of Hawaiian Affairs' pro rata share of the public land trust.  Transfers $           less certain funds to the Office of Hawaiian Affairs for underpayment of the public land trust funds for 7/1/2012 to 6/30/2019.  Requires the Director of Finance to make up the difference between a specified minimum amount and an amount of public land trust receipts from an agency to the Office of Hawaiian Affairs by transferring the difference into the carry-forward trust holding account.  Requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admission Act.  Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Amends the renewable energy technologies income tax credit to include commercial seawater air conditioning systems.  Requires the Hawaii State Energy Office to certify tax credits involving commercial seawater air conditioning systems.  Applies to taxable years beginning after 12/31/2020.  Effective 7/1/2050.  (SD2)

Requires that any person who is eligible to vote and applies for a new or renewal motor vehicle driver's license, provisional license, or instruction permit, or a new, renewal, or duplicate identification card be automatically registered to vote if that person is not already registered to vote unless the applicant affirmatively declines to be registered to vote.  Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the statewide voter registration system.  Effective 1/1/2021.  (SD1)

Clarifies that lands set aside to the HHFDC by the governor or leased to the corporation by other state departments and agencies are excluded from the definition of "public lands" and require approval from the legislature upon disposition.  Requires that lands set aside by the governor or leased to the HHFDC be returned to the public trust or to the leasing agency if the HHFDC is no longer needed by the HHFDC.  Effective date 6/18/2050.  (SD2)

Establishes a regulatory framework for products containing cannabidiol that were manufactured legally through approved government programs.  Clarifies that these products are not considered adulterated food, beverage, or cosmetic products.  Prohibits manufacturers from making health-related claims.  Requires product labeling for the products to be legally allowed in the State.  Takes effect 7/1/2050.  (SD2)

Adds early childhood education teachers to the Hawaii educator loan program and allows the education loans of participants to be forgiven after 5 years of teaching.  Establishes a cap on the total loan forgiveness.  Exempts existing program loans.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Specifies that the cost of regional infrastructure improvements made by the Hawaii Housing Finance and Development Corporation may be assessed against transit-oriented development projects specifically benefiting from the improvements.  Requires the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development.  (SD2)
