RELATING TO MEDICAL CANNABIS PRODUCTS. Authorizes the manufacture and distribution of cannabis seeds and cannabis clones by medical cannabis dispensary licensees.

RELATING TO LICENSING. Authorizes the issuance of a temporary license to solemnize marriage and allows solemnization by any individual at least eighteen years of age.

RELATING TO PARKING FOR DISABLED PERSONS. Requires private businesses selling goods and services to the public, including retail malls and shopping centers, to provide a minimum of 6 per cent of its parking spaces for persons with disabilities. Imposes a penalty for failure to comply.

RELATING TO HOMEOWNERS' ASSOCIATIONS. Authorizes the creation of community associations that are not subject to the laws relating to planned community associations. Authorizes the creation of entities to collect contributions or homeowners' association dues or be responsible for the maintenance of common areas such as private roads or parks if the common-interest community subdivisions were created without those entities. Authorizes counties to hear, administer, and decide certain disputes. Appropriates funds to the counties.
