Exempts gross receipts from the sale of auditory devices, such as hearing aids, from the general excise tax.  Amends the definition of "prosthetic device" to include devices worn on the body.  Exempts gross receipts from the repair of prosthetic devices from the general excise tax.

RELATING TO FIRE PROTECTION.

Requires the builders of new dwellings to provide buyers with information on the benefits and costs associated with installing and maintaining a residential fire sprinkler system.  Requires the Department of Commerce and Consumer Affairs Professional and Vocational Licensing Division to develop a standard form for this purpose.

RELATING TO THE ENVIRONMENT.

Requires new developments to plan for the impacts of projected sea level rise and restricts development in areas significantly affected by projected sea level rise.  Amends policies and objectives related to coastal zone management to reduce residential exposure to coastal hazards and protect state beaches and public shoreline access.  Defines "beach" and "coastal hazards."  Increases the minimum shoreline setback.

RELATING TO LITTLE FIRE ANTS.

Requires the use of best practices, as identified by DOA and Hawaii Ant Lab, for the treatment of little fire ants by pest control operators.  Authorizes DOA and the pest control board to adopt rules to carry out the requirement.  Requires DOA and the pest control board to post any rules and best practices on their respective websites.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food.  Provides for the award of grant funding by qualified applicants wishing to establish or expand a food hub.  Requires reports to the Legislature.  Appropriates funds.

Expands the uses of the transaction fee for recordings in the bureau of conveyances and land court authorized under Act 120, Session Laws of Hawaii 2009.  Applies the fee to all services rendered by the bureau pursuant to chapters 501 and 502, HRS.  Repeals the transaction fee upon the earlier of the effective date of adoption of rules by DLNR or July 1, 2023.

Requires a court to order the charter of a corporation forfeited and the certificate authorizing a foreign corporation to do business in the State revoked upon a felony or misdemeanor conviction of the corporation or its high managerial agent that is related to its business affairs.  Repeals the requirement for findings for a court to order forfeiture of a charter or revocation of a certificate.  Requires similar penalties for various partnership entities and limited liability companies and their foreign counterparts convicted of a felony or misdemeanor.  Permits the winding up of the business.

Amends the law relating to use of credit cards to pay for airport charges to add the use of debit cards and online electronic payments; allows the airports to pay for processing fees and charges; imposes additional processing fees or charges upon the user for online electronic payments such as Automated Clearing House (ACH) payments and for credit and debit cards; and allows the airports to have the user pay for processing fees and charges directly to the credit or debit card processor.
