Status

RELATING TO WASTE MANAGEMENT.

Prohibits any waste or disposal facility from being located in a conservation district except in emergency circumstances to mitigate significant risks to public safety and health.  Requires no less than a one-half mile buffer zone for the construction, modification, or expansion of a waste or disposal facility.  Effective 7/1/2050.  (SD2)

Status

RELATING TO MARINE DEBRIS.

Appropriating funds to the Department of Land and Natural Resources to create and implement a marine debris collection pilot program.  Appropriates funds to the University of Hawaii for research and development of specialized equipment for the effective and efficient removal of plastic marine debris from beaches and shorelines.  Appropriates funds.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER: 10 copies (including an original) to Room 322 in the State Capitol;

FAX:     For testimony less than 5 pages in length, transmit to 808-586-8484 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or

WEB:    For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes.  This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
