RELATING TO MARINE DEBRIS. Appropriating funds to the Department of Land and Natural Resources to create and implement a marine debris collection pilot project. Appropriates funds to the University of Hawaii for research and development of specialized equipment for effectively and efficiently removing plastic marine debris from beaches and shorelines. (SD1)

RELATING TO HOUSING. Creates the position of the state housing coordinator who shall have the duties of forming and administering a working group to coordinate the State's efforts to develop housing, gathering information about housing in Hawaii, and collaborating with various state agencies in order to increase the current housing supply at all price points. RELATING TO HOUSING. Removes limit on costs eligible for exemption from general excise tax for development costs of affordable rental housing certified by the Hawaii housing finance and development corporation. (SD1)

Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center. RELATING TO BROADBAND SERVICE INFRASTRUCTURE. Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved and underserved areas of the State. RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST KEAHOLE FBO I LLC. Authorizes the issuance of special purpose revenue bonds to assist Keahole FBO I LLC with planning, designing, constructing, equipping, and operating facilities for aviation services and aviation-related services at Ellison Onizuka Kona International Airport at Keahole. Lapses 6/30/2025. (SD1)

RELATING TO SUSTAINABILITY. Recognizes that game mammals and game birds can provide a sustainable food source when properly managed in appropriate areas that minimize their impacts to important watershed areas and functions as well as to native Hawaiian traditional and customary practices and the resources those practices rely upon, and that the State's unique relationship with the ocean requires a careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State, including but not limited to the conservation of natural resources for future generations and the protection of native Hawaiian traditional and customary practices pursuant to article XI, section 1 and article XII, section 7, of the Hawaii State Constitution. Requires each department, office, or agency of the state to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. Requires reports to the Legislature. (SD1)
