RELATING TO TAX CREDITS. Increases the aggregate cap amount of the tax credit for research activities from $5,000,000 to $25,000,000. Applies to taxable years beginning after 12/31/2020.

RELATING TO HAWAII EMERGENCY MANAGEMENT AGENCY. Converts the public information officer, civil defense administrative officer, branch chiefs, and emergency operations center state warning point personnel in the Hawaii Emergency Management Agency from civil service status to exempt status.

RELATING TO THE STATE BUDGET. Amends the appropriations and capital improvement projects authorized for fiscal biennium 2019-2021 made by Act 40, Session Laws of Hawaii 2019. Amends the operating and capital improvement grants authorized by Act 39, Session Laws of Hawaii 2019.
