RELATING TO AGRICULTURE. Creates a grant program and appropriates funding for a program to assist beginning farmers and ranchers to start farm or ranch operations.

RELATING TO THE OFFICE OF THE AUDITOR. Requires departments, in their annual reports to the legislature concerning their non-general fund accounts, to include the status of implementing any recommendations made by the auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented. Requires the Office of the Auditor to include, in its annual report to the legislature on special, revolving, and trust funds, an update on fund recommendations made within the past five years that have not been implemented. RELATING TO STATE BUILDINGS. Establishes a pilot project requiring the department of accounting and general services to purchase and install emergency evacuation chairs in state-owned buildings and facilities that are under the jurisdiction of the department of accounting and general services, under certain circumstances. Requires the department of accounting and general services to report to the legislature. Appropriates funds. (SD1)

RELATING TO EDUCATION. Requires the Auditor to conduct an audit to determine whether the Department of Education is meeting requirements under the federal Individuals with Disabilities Act and the Rehabilitation Act of 1973 and the Americans with Disabilities Act as it pertains to individuals with the type of disability covered by the Individuals with Disabilities Act. RELATING TO TAXATION. Establishes a child care expense refundable tax credit that is equal to an unspecified per cent of the amount the taxpayer spent on eligible child care expenses during that taxable year. Defines "eligible child care expenses" as the total amount the taxpayer paid to a child care facility in the State for the care of a child who is under the age of 13 and for whom the taxpayer is entitled to a deduction under section 235-54(a), HRS. Prohibits a taxpayer from claiming both the child care expenses tax credit and the credit for employment-related expenses for household and dependent care services under section 235-55.6, HRS. Applies to taxable years beginning after December 31, 2019.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PUEO DEVELOPMENT, LLC. Authorizes the issuance of special purpose revenue bonds for a master planned development proposed by Pueo Development, LLC.

RELATING TO THE PENAL CODE. Requires the judicial council to conduct a comprehensive review of the penal code and to recommend proposed changes. Requires judiciary council to appoint an advisory committee to assist in the review, and allows the council to also appoint a reporter and clerical staff as necessary. Requires the advisory committee to report to the legislature. Makes an appropriation. (SD1)

RELATING TO DISTRICT COURT JUDGES. Establishes 1 additional district court judgeship in the District Court of the Second Circuit.

RELATING TO PROTECTIVE ORDERS. Establishes a Hawaii Hope Card Program within the Department of the Attorney General to issue cards verifying a person's long-term protective order. Appropriates funds. (SD1)
