Amends the excise tax rate on large cigars.

RELATING TO ESTATE TAX INFLATION ADJUSTMENT.

Requires Hawaii's estate tax applicable exclusion amount to be calculated by utilizing the federal Internal Revenue Service inflation adjustment mechanism.  Applies only to decedents dying after December 31, 2019.

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS CREDIT.

Creates income brackets for the low-income renter tax credit.  Provides for adjustment of the tax credit amount based on the consumer price index.

RELATING TO WITHHOLDING TAX.

Amends the due date for employers to file the wage and tax statement from the last day of February to January 31 following the close of the calendar year.  Imposes a penalty on employers that fail to timely furnish and file the wage and tax statement.
