RELATING TO PAROLE OFFICERS. Gives parole officers, within the scope of their duty, the powers of a police officers. Provides parole officers with the authority to arrest paroled prisoners without a warrant when there is probable cause of a violation of parole. Authorizes parole officers to use electric guns and subjects parole officers to the authority of the law enforcement standards board.

RELATING TO PUBLIC SAFETY. Requires a defendant's incarceration history certificate be provided to a court prior to sentencing or resentencing. Requires a court to determine a defendant's credit time, compute the expiration date for a defendant's specified sentence, and include the expiration date in the court's judgment order.

RELATING TO PUBLIC SAFETY. Clarifies that the comprehensive offender reentry system provides programs and services that result in the timely release of inmates on parole when the minimum term, rather than the maximum term, has been served by the inmate.

RELATING TO THE HAWAII COMMUNITY CORRECTIONAL CENTER. Creates a task force to study and recommend to the legislature a site for a new jail to replace the Hawaii Community Correctional Center's primary facility on three acres in downtown Hilo, Hawaii, and to consider alternative governmental uses for the existing site. Appropriates funds.

RELATING TO ELECTRIC GUNS. Repeals section 134-16, Hawaii Revised Statutes, the current law that bans electric guns, and replaces it with a law that restricts the use, storage, transfer, and disposal of electric guns, regulates the sale of electric guns, requires training and education on electric guns, prohibits certain individuals from the possession and use of electric guns, and prohibits the use of electric guns in the commission of crimes.

RELATING TO THE LAW ENFORCEMENT OFFICERS SAFETY ACT. Establishes in the Department of the Attorney General a program responsible for issuing firearm qualification certifications to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (Public Law 108-277), as codified at 18 United States Code section 926C.

RELATING TO STATEWIDE INTEROPERABLE PUBLIC SAFETY COMMUNICATIONS. Establishes a Statewide Interoperable Communications Executive Committee for public safety communications and the position of the Statewide Interoperable Communications Coordinator.

RELATING TO FOOD SECURITY. Authorizes the Governor to issue a proclamation of pre-disaster necessity for the purpose of assisting foodbanking organizations to maintain food stocks for an emergency. Appropriates funds. Effective 7/1/2050. (HD1)
