RELATING TO GIFT CERTIFICATES.
Clarifies that certain county-issued cards and certificates are not subject to the State's unfair and deceptive practices regulations related to gift certificates.  Effective 7/1/2050.  (HD1)

RELATING TO THE STATE FIRE CODE.
Amends the process for adoption of the state fire code to conform with other Hawaii state building codes.  Effective 7/1/2050.  (HD1)

RELATING TO FIREWORKS.
Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation.  Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation.  Increases the penalty for removing or extracting the pyrotechnic contents.  Takes effect on 7/1/2050.  (HD1)

RELATING TO EYEWITNESS IDENTIFICATION.
Amends Act 281, Session Laws of Hawaii 2019 (Act 281), to provide clarification and flexibility in eyewitness identification procedures.  Amends the effective date of Act 281 to 9/1/2020.  Takes effect on 7/1/2050.  (HD1)

RELATING TO THE LAW ENFORCEMENT OFFICERS SAFETY ACT.
Establishes within the department of the attorney general a program for issuance of firearm qualification certifications to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (Public Law 108-277), codified at title 18 United States Code section 926C.  Takes effect 7/1/2050.  (HD2)

Clarifies that the comprehensive offender reentry system provides programs and services that result in the timely release of inmates on parole when the minimum term, rather than the maximum term, has been served by the inmate.
