RELATING TO GOVERNMENT SERVICES. Clarifies the office of the legislative analyst.

RELATING TO HEALTH. Designates the month of September as Fetal Alcohol Spectrum Disorder Awareness Month to promote public awareness of the risks of alcohol consumption during pregnancy. Takes effect on 7/1/2050. (HD1)

RELATING TO STATE PLANNING. Requires the Office of Planning to review and propose updates to the State Planning Act. Appropriates moneys.

RELATING TO CAPITAL DISTRICT BUILDINGS. Establishes a pilot project for child care facilities at any capital district building, except Honolulu Hale, with an emphasis on establishing facilities at the state capitol. Appropriates funds. Repeals June 30, 2023. Effective 12/31/2059. (HD1)

RELATING TO TOURISM. Requires the Hawaii tourism authority to study the need for a tourism information center in the State Capital District. Appropriates funds. Effective 7/1/2099. (HD1)

RELATING TO OBSERVANCES. Requires the Legislative Reference Bureau to compile a report of the months and days of the year that have been designated by both chambers of the Legislature as a holiday or a period of recognition or observance within the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 2 copies (including an original) to Room 432 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6684 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
Those wishing to provide an oral testimony will be limited to three minutes.
