RELATING TO EARLY LEARNING. Establishes an early childhood educator stipend program to be administered by the Executive Office on Early Learning to address the shortage of qualified early childhood educators in Hawaii. Appropriates funds.

RELATING TO EDUCATION. Expands the certification incentive program to include speech pathologists. Clarifies school eligibility requirements. Adds an additional temporary bonus for teachers and speech pathologists who continue to be employed at a school that has transitioned out of the incentive program's eligibility criteria. Appropriates funds.

RELATING TO EDUCATION DATA. Requires the Department of Education to establish a standardized data collection process; collect and analyze data relating to, among other things, student discipline, school climate, and student achievement; and annually report certain information to the Board of Education, Legislature, and the public.

RELATING TO EDUCATION. Requires the DOE to employ at least one full-time equivalent teacher for each grade level in grades kindergarten through six in each public school with a student enrollment of one hundred fifty or less students, excluding charter schools, beginning with the 2020-2021 school year. Appropriates funds.

RELATING TO SAFETY EQUIPMENT. Requires Department of Education school football programs to ensure that each non-new football helmet used in a football program is reconditioned and recertified at least once every 2 years. Establishes fines and other penalties for failure to properly recertify football helmets. Establishes the football helmet recertification special fund.

RELATING TO TRAUMA-INFORMED EDUCATION. Requires DOE to establish a three-year pilot program for the development and implementation of a trauma-informed education program in the Castle, Kailua, and Kalaheo complexes, based on the Nanakuli-Waianae complex area trauma-informed education programs and report to the legislature. Appropriates funds.

RELATING TO SCHOOLS. Appropriates funds for the Department of Education to install air conditioning in public schools that prioritize the project.

RELATING TO EDUCATION. Requires the Department of Education to establish a pilot program that provides grants for high school students enrolled in a career academy program to enroll in college courses through the running start program or other similar programs that allow students to earn college credits that are applicable to the requirements for an associate degree in teaching. Expands the eligibility criteria for the Hawaii Educator Loan Program to include students who have graduated from a career academy; provided that the loan recipient agrees to teach for three years at a public school in the State. Appropriates funds into and out of the Hawaii educator loan program revolving fund. Requires reports to Legislature.

RELATING TO DISCIPLINARY ACTIONS IN PUBLIC SCHOOLS. Requires the Department of Education to track and publish the use of all exclusionary discipline disaggregated by student subgroup. Restricts the use of out-of-school and in-school suspensions among students in grades 6 through 12. Eliminates the use of out-of-school suspensions for students in prekindergarten through grade 5.

RELATING TO PREVENTING SCHOOL VIOLENCE. Establishes a pilot program to prevent targeted school violence. Appropriates funds to the office of homeland security for resources to prevent targeted school violence. Repeals on 6/30/2024.
