RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS. Requires all public meetings of the Board of Regents to be recorded in digital video format, webcast live, and archived and made available to the public.

RELATING TO THE REGENTS CANDIDATE ADVISORY COUNCIL. Transfers the candidate advisory council for the board of regents of the University of Hawaii from the University of Hawaii to the office of the governor. Amends other provisions relating to the candidate advisory council. Sunsets 6/30/2024.

RELATING TO THE UNIVERSITY OF HAWAII. Removes the sunset provision of Act 39, Session Laws of Hawaii 2017, making permanent the innovation and commercialization initiative program.

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Removes the sunset provision in Act 38, Session Laws of Hawaii 2017, by making permanent certain exemptions from the Ethics Code as related to UH technology transfer.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 8 OF THE CONSTITUTION OF THE STATE OF HAWAII. Proposes an amendment to article III, section 8, of the Constitution of the State of Hawaii to provide that constitutional section shall not be construed to prohibit a member of the legislature from being employed in a faculty member position at the University of Hawaii solely because of the membership in the legislature; provided that the legislature may enact legislation to ensure that work schedules and time demands do not unreasonably conflict.

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Adds the University of Hawaii to the list of agencies authorized to conduct criminal history record checks on current or prospective employees, and contractors and their employees, whose duties include ensuring security of campus facilities and persons.

RELATING TO ACCESS TO JUSTICE. Establishes the Hawaii Justice League Program to provide loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii. Provides for loan repayments by the University of Hawaii William S. Richardson School of Law. Creates the Hawaii Justice League Revolving Fund. Makes an appropriation. Effective July 1, 2020.

RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS. Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.

RELATING TO INTERNATIONAL EDUCATION PROGRAMS. Appropriates funds to the University of Hawaii to fund one or more programs sponsored or organized by a University of Hawaii community college or a four-year campus to expand opportunities for international college experiences for University of Hawaii students. Requires the University of Hawaii to work in collaboration with the department of business, economic development, and tourism and requires a report to be submitted to the legislature.

RELATING TO INTERCOLLEGIATE ATHLETICS. Establishes the right of postsecondary student athletes in intercollegiate athletics to receive compensation for the use of their name, image, or likeness.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
