RELATING TO PROCUREMENT. To revise Hawaii Revised Statutes 103D-709, Administrative proceedings for review to replace the protest bond amount for a contract with an estimated value of less than $500,000 from $1,000 to one-percent; to replace the protest bond amount for a contract with an estimated value of less than $1,000,000 from $2,000 to two and one-half percent; to replace the protest bond amount when the estimated value of the contract is $1,000,000 or more from one-half percent to four and one-half percent; to delete the $10,000 cap on the protest bond amount.

RELATING TO SCHOOLS. Establishes within the DOE the workforce readiness program within the adult community schools program. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION. Requires the BOE to include evaluation of the Strive HI Performance System factors as a component of the superintendent of education's annual performance evaluation. Requires improvements in at least one-half of those factors for any salary increase for the superintendent. Repeals 6/30/2024. Takes effect on 7/1/2050. (HD1)

RELATING TO HUMAN SERVICES. Requires DHS to convene a study group to examine the efficiencies and effectiveness, including program outcomes, of DHS's supporting employment empowerment Hawaii work program and submit a report to the legislature prior to the 2021 regular session. Effective 12/31/2059. (HD1)

RELATING TO ENERGY EFFICIENCY. Requires an energy audit for all state facilities with an area over 10,000 square feet by 1/1/2022, and dates for energy efficiency implementation. Beginning 7/1/2020, allow for new state building construction to utilize post-industrial carbon dioxide mineralized concrete, or other materials that reduce the carbon footprint of the project where feasible and cost-effective, have 25% of its accompanying parking lot be electric vehicle charger ready. Authorizes the Hawaii State Energy Office to access utility bills and energy usage data for state-owned buildings and make the data publicly available. Takes effect on 7/1/2050. (HD1)

RELATING TO RESIDENCY REQUIREMENTS IN STATE HIRING. Exempts dependents of military servicemembers from state residency requirement for employment with state or county government if the military servicemember is in Hawaii on bona fide military orders.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSURE. Specifies the documentation needed for a military spouse to receive a temporary licensure by endorsement. Requires issuance of the license within 30 days of the application and supporting documents.

RELATING TO HAWAII NATIONAL GUARD RETIREMENT BENEFITS. Requires the board of trustees of the employees' retirement system to conduct a study and recommend state retirement benefits for Hawaii national guard members who are activated under state active duty orders. Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
