RELATING TO WAGES. Increases the penalty for violation of wages and hours laws to a class C felony.

RELATING TO HEALTH CARE. Requires employers to include the annual premium cost of health care paid by the employer on behalf of the employee on the employee's final pay stub for the calendar year.

RELATING TO FAMILY LEAVE. Extends Hawaii family leave to include care for employees' grandchildren.

RELATING TO FAIR EMPLOYMENT PRACTICES. Prohibits noncompete agreements for low wage workers whose earnings do not exceed the greater of the minimum wage required by applicable federal or state law or $15 per hour.

RELATING TO THE EARNED INCOME TAX CREDIT. Requires all employers to notify their employees in writing of the availability of the federal and state earned income tax credits.

RELATING TO TAXATION. Requires the Department of Taxation to authorize certain low-income individuals to reduce the amount of tax withheld from their wages by a prorated portion of the state earned income tax credit the taxpayers would otherwise be entitled to claim on an annual basis.

RELATING TO EMPLOYMENT. Clarifies that Hawaii's anti-discrimination law does not prohibit or prevent an employer, employment agency, or labor organization from refusing to hire or refer or from discharging an individual for reasons unrelated to unlawful discriminatory practices.

RELATING TO WITHHOLDING TAX. Amends the due date for employers to file the wage and tax statement from the last day of February to January 31 following the close of the calendar year. Imposes a penalty on employers that fail to timely furnish and file the wage and tax statement.

RELATING TO CONTRACTORS. Requires a specialty contractor to obtain a C-48 specialty license (structural steel contractor) or sublicense if the performance of work on a contract requires a C-48 specialty license or sublicense and the specialty contractor does not have that specialty license or sublicense.

RELATING TO MEDICARE PART B. Requires the board to send actual, individual notice via a board approved method of delivery to EUTF members that they may be eligible for reimbursement of income-related monthly adjustment amount (IRMAA) medicare part B premium payments. Allows beneficiaries to be reimbursed for IRMAA part B premiums owed on or after January 1, 2015, without any time limitation for claiming the reimbursement.

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH. Sets a date of 6/30/2022 for the transition of the Oahu region's health care facilities from the Hawaii health systems corporation to the department of health. Establishes a working group to develop a comprehensive plan that addresses all necessary components of such transition. Effective 7/1/2050. (HD1)

RELATING TO CHARTER SCHOOLS. Amends the authorizer's duty from providing three independent auditors to providing a list of approved independent auditors without regard to the number of independent auditors provided for purposes of completing a charter school's annual audit. Effective 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT. Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and for all light-duty motor vehicles in the State by 12/31/2045. Effective 7/1/2050. (HD1)

RELATING TO EMPLOYMENT DISCRIMINATION. Limits the convictions that may be used in employment decisions from all convictions in the most recent ten years to felony convictions that occurred in the most recent five years and misdemeanor convictions that occurred in the most recent three years.

· Testifier's name with position/title and organization;

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
