RELATING TO THE MANAGEMENT OF STATE FUNDS. Establishes the State Funds Investment Board to oversee the short-term investment of state moneys. Authorizes the State Funds Investment Board to employ investment officers and other employees. Prohibits board members and employees of the State Funds Investment Board from having a direct interest in the gains or profits of the board's investments. Requires the State Funds Investment Board to invest, through a private financial services firm, any State moneys that are in excess of the amounts necessary for meeting the immediate requirements of the State. Amends other provisions relating to the short-term investment of state moneys, including the types of financial instruments in which state moneys may be invested. Appropriates funds.

RELATING TO CONCESSIONS. Provides state and county governments more flexibility and discretion to address substantial hardship situations that impact concession contracts.

RELATING TO THE PROCUREMENT CODE. Requires public contractors to post a post-performance bond to cover the State's costs of curing construction defects discovered within 10 years after the completion of the contract. Requires the contractor to fully pay for the bond prior to the completion of the contract.

RELATING TO PROCUREMENT. Requires the state procurement office to establish a past performance database. Requires that the determination of certain contract awards through the procurement process consider a contractor's past performance. Appropriates funds.

RELATING TO EMERGENCY PROCUREMENT. To revise Hawaii Revised Statutes 103D-307, Emergency Procurements to add equipment failures, repairs to public property to protect against further loss of, or damage to public property, to prevent or minimize serious disruption in continued functioning of government services. To replace chief procurement officer approval with an accounting report to the legislature within sixty days after the end of the fiscal year in which the procurement was made.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the agricultural technology transfer and workforce development program and provides for a coordinator position to provide support for secondary education agriculture and Future Farmers of American programs. Appropriates funds.

RELATING TO BEGINNING FARMER TRAINING. Establishes a 5-year beginning farmer training program to be administered by the Department of Agriculture. Appropriates moneys.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the state YouthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants. Authorizes DLIR to award grants to eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
